What conditions should the reference electrodes have

The reference electrode is usually the one whose potential value is known and is relatively constant. It can be used as a scale electrode in measurement. In the experiment, we can directly know the potential of the unknown electrode after measuring the potential difference between the unknown electrode and the reference electrode.
